Under the general direction of the Manager Legal Operations, the Paralegal provides highly specialized paralegal services on complex and/or high value matters to advance District priorities. This position addresses and helps resolve legal issues, prepares legal documents, and manages officer and related Valleywise Health projects. This position gathers and analyzes legal research and other data, such as statutes, regulations, case law, and legal articles, and other legal documents, files, and databases. This position will also serve as the District’s Official Custodian of Records and Records Manager and is responsible for managing and maintaining District records, including responding to requests for District records (subpoena, court order, or public records request).
Requirements
Qualifications Education:
Requires an associate’s degree in paralegal studies or related field, or an equivalent combination of training and progressively responsible experience that will result in the required specialized knowledge and abilities to perform the assigned work.
Experience:
Must have a minimum of six (6) years of progressively responsible legal assistant experience that demonstrates a strong understanding of the required knowledge, skills, and abilities. Prefer experience in a healthcare environment or in a public agency.
Certification/Licensure:
Requires a NALA paralegal certification or the ability to obtain certificate within two (2) years of hire.
Knowledge, Skills, and Abilities:
Requires the ability to read, write and speak effectively in English.
Must possess good communication skills both verbally and in writing including knowledge of basic grammar, spelling and punctuation, capable of communicating verbally and in writing with a variety of audiences, able to positively represent the organization to customers, public, government and other external sources.
Requires excellent organizational skills, problem solving skills, the ability to multitask, the ability to work with professionals and the public, and maintain confidentiality standards.
Must be able to capture, organize, and analyze information and evaluate the results to choose the best solution.
Requires the ability to effectively use a computer in a windows environment.
Requires knowledge of health care law and human resources law, employee merit system, EEOC and government law and administrative procedures.
Must have knowledge regarding Arizona public records laws and entity responsibilities, plus maintenance, operations, management, and custodial obligations for records systems.
Familiarity with state and federal health care laws and regulations, e.g. EMTALA, Stark Law, Anti-Kickback Law, AHCCCS, HIPAA, Medicare/Medicaid, nursing, medical staff and house staff topics; state and federal employment laws, general governmental practice, legislative practice, state open meeting and public records laws, and conflict of interest laws; assist with internal investigations; legal research and writing, preparation of pleadings, legal memoranda and briefs.
